Rios Belmont was born on Manitoulin Island in Canada, growing up alone by the time he turned 12 as his father had abandoned him, while his mother died due to an undisclosed sickness.
Growing up on the streets, stealing whatever he could until he turned 16 where he lied and joined the Canadian Military.
Becoming an efficient soldier before being scouted for JTF2 where his life truly took a turn.
Upon arriving in JTF2, during his training he was subject to immense teasing due to his rough upbringing. This built and built until he snapped on a mission in Bosnia.
Severely wounding the operators he was deployed with before aiding the local Bosnian rebel forces to help deal with the Serbian forces attacking Bosnia.
Leading to him being detained by the U.N. Peacekeepers on ground, sending him back to Canada.
He was proved guilty, being charged with Treason and Aiding & Abetting.
While he was imprisoned awaiting further punishment is when he was approached by someone representing The Foundation, who was seeking to use his skills elsewhere.
Agreeing to the proposal, he found himself now in Site-66.
Battling the anomalies that he himself struggles to understand, trying to focus on making himself better yet finding it difficult.
Pre-screening of Rios confirmed what was already shown, he is stubborn to a fault and will very often say his mind not caring about the consequences.
Paired with his Insomnia and Paranoia makes him a truly haunting person to ever anger, yet if angered. He exhibits attitude and actions almost akin to a raging bull, making him far easy to predict.
Whenever he is in mental distress, he will often subconsciously thumb over his wife's dog tags.
When he was approached on this, he said it was his old dog tags from before he was with the Foundation.
He was questioned on what happened to his wife, and simply said:
"She died in a bad way, was my fault... should've been careful."
Recommendation is to not bring up his wife and instead try to focus him on his daughter who he loves and cares with all his heart.
Overall while he is fit for active duty, he is to be watched to ensure his attitude or psyche does not slip. Should it, he is to be sent for immediate psychological testing and/or therapy.
Personnel assigned to 'Felwinter' are advised to monitor significant behavioral changes, emotional distress, and indications of psychological instability.
Do not unnecessarily provoke or antagonize subject.
Any changes in their behavior is to be reported to GENSEC CPT 'Hades' and SR Barret Jones .
